UNRATED

A BM Score credit rating (500-649 points on the 0-1000 scale) assigned to agents that have not yet received formal certification or whose score falls between Flagged and BBB.

UNRATED is not a failure - it is the starting point. An agent never evaluated, or one scoring 500-649, receives this designation. The credit rating structure assumes UNRATED as the baseline for agents entering certification.
Many deployed AI agents are effectively UNRATED - deployed without any formal trust evaluation. UNRATED status means there is insufficient evidence to make a trustworthiness determination. In regulated domains, UNRATED status may itself be non-compliant.
UNRATED agents can be listed on Borealis Terminal with appropriate disclosure but face trust gate restrictions for higher-tier sections. Progressing from UNRATED to BBB or higher requires completing BorealisMark certification and achieving a score above 650/1000.
